thursday morning, january 28th. there you see the capitol dome in the distance. the president giving his state of the union address there las night to a joint session of congress. we'll be talking about that throughout the morning. i'm gurvir dhindsa. >> i'm steve chenevey. we also say good morning to tony perkins who has a look at our forecast. >> with till warm up a little bit. yesterday, we got up into the mid-40s. today, upper 40s to around 50 degrees. that will be nice. i think most folk will enjoy that. i want to show you hd radar. now, this particular radar image is very sensitive so it picks up pretty much any moisture that is in the atmosphere and it is picking some up right around the washington area. so what this says to me that is there is a little bit falling from the clouds but not really hitting the ground but the fact that it is falling from the clouds is enough for me to want to say that you could encounter a light flurry or sprinkle this morning as you head out the door. we'll keep our eyes on that. that is what is showinup there. no reports of anything hitting

headaching headlines this morning, it is a miracle in haiti. fifteen days after the devastating earthquake, a teenaged girl was pulled from the rubble alive. the french rescue crew saws she may have had some access to water from a bathroom and also mumbled something about having a little bit of coca-cola in that rubble. the teen described the 17-year- old as extremely weak and dehydrated. they say she likely wouldn't have made it a few more hours. crews are now searching the area to more survivors. troubled automaker toyota announcing yet another recall. one million of these models

pose a risk because of trouble with gas pedals and floor mats. earlier this week, the automaker halted sales on eight models because of a problem with the gas pedal. toyota has now recalled almost eight million cars in the u.s. in the last months. more information is on-line at myfoxdc.com. elizabeth edwards says she is ready to put a uote hard and trying chapter behind her. she has separated from her husband, john edwards. this comes as the former aide to john edwards prepares to release a book about the couple's life. last week, he finally admitted he fathered a child with his mistress nearly two years ago. a new gadget that everybody is talking about. yesterday, apple introduced the ipad. >> so does it live up to all the hype in we'll talk about that coming up in our business beat. first though, chance of snow still in the forecast this weekend? we'll talk to tony about that. we know colder temperature are headed our way. we'll be back right after the break with a check of weather and traffic. they've been discovered to be life enhancing.

all right. let's take a look at what is going on in the mid-atlantic. we have a little bit of precipitation showing up on the radar. now, most of that not hitting the ground but you might see a sprinkle hismorning. you might see a snow flurry. that will be about it. we do have pretty good mountain snows going on in western portions of pennsylvania, upstate new york. let's take a look at what is going on out to our west. iwant to show you the storm system for the weekend. a pretty good winter storm brewing now. we have snow falling in parts of new mexico. a pretty good amount of rainfall in portions of western and northern texas. ments a pretty vigorous system. till within tracking to the east during the next couple of days. because of that, take a look at what is going on. the variety of winter storm warnings and winter watches already posted for some areas, they go into effect later today. elsewhere, far her to the east, it goes into effect friday. but winter storm warnings in effect for the western plains, the central plains, that is the

counties in blue -- in purple rather. counties in blue, winter stormwatchs including as nearby as central and southern virginia into the carolinas, places like richmond, williamsburg, a winter stormwatch goes into effect tomorrow into saturday. it will probably be turned into i winter storm warning. that is where we'll see the bulk of the precipitation friday into saturday with significant snowfall amounts, six to 12 inches in some locations across southern virginia and into the carolinas. for us, we don't thinking with get that much. right now, it is hard to say how much we will get. we'll keep you posted on that through the course of the day today and tomorrow for today, partly sunny and ild actually few sprinkles are possible. becoming windy today. high temperature, 50. then tonight, partly cloudy and cold. low in the 20s. a cold night. five-day forecast, check it out

is pile on more taxation, regulation and litigation that killed jobs and hurt the middle class. in a shift from the past, the president did not mention his plans to close the guantanamo bay detention center and he spent verile time talking about the wars in iraq and afghanistan. the response to the state of the union speech, democrats are backing the president's proposals to try to create jobs and improve the economy. >> for democrats, we could not be more pleased with how the speech reached to core democratic principles. but republicans ought to be pleased too. look at what he said about capital gains taxes, for example. capital gains tax cuts, they want to hear that. but this speech was not directed to republicans or decembers to his own party or to the other. it was directed to independents. >> i think americans are genuinely concerned about the future of our country. they are worried about jobs.

i think it is -- the president really needs to show the leadership he is focused on the economy and i think he will do that. >> meantime republicans are pushing for spending cuts and more cooperation and open talks between parties when it comes to health care reform. i think there are some things that obviously we ought to be doing more of and that is the president took the first step, i think, in fiscal responsibility reducing the deficits by talking about spending. but we got to do more than free spending. i think we have to begin to cut spending. as he said, we have to make the decisions about the needs and the wants and we are past the points of being able to fund the pants. he talks about to do our work openly. this was just about laughable because the president by his silent was complicit in all the secret door meetings they had in crafting this health care bill. >> coming up in our 7:00 hour, virginia democratic congressman

jerry connelly and wyoming democratic congresswoman cynthia sin they l off -- loomis will join us. >> reporter: good morning. metro is expected to make a decision sometime during their meeting at 9:00 a.m. this morning on the fare hikes. they held a public hearing just so rider could give their two cents about this and hundreds of people showed up here, lined up to tell them what they had to say about this. a lot of people very passionate about this because the proposed changes really do hit at people's pocket books. let's take a look at what metro is proposing. they are talking about reducing the service but increasing the intervals between trains by 12 to 15 hours and during week may

and the midday hours and from 20 to 30 minutes during the weekday evenings. they are talking about closing one metrorail station entrance atstations where there is more than one during the evenings and weekends. they are talking about indressing the fares by 10 cents and passes by 10% in order to generate millions to help keep up the bus and the rail system. bus routes would also be in store for some changes on the 14th street line, the north capital street line and the columbia pike line. metro riders that showed up last night, the people would take this day in and day out, say they are not happy about these proposed changes. >> why are we right back in this room, right back at this point talking about budgetary problems. >> putting it bluntly, if you changed weekend starting hours from 7:00 to 8:00 a.m. being y ou -- to 8:00 a.m., you

now, more than two week after the earthquake in hit yea and days after the mayor wrap government said the search for survivors was over, a 17-year- old girl was found alive yesterday. >> people living in the area heard her voice calling out and called rescue crews who believed she was just hour from death. >> eye miracle in port-au- prince. french rescue workers pull a teenaged girl from mounds of rubble they found darlene etienne under remains of a home of a university she was attending. the 17-year-old was apparently studying when disaster struck

more than two weeks ago. >> after two weeks, chances are so slight and it seems that beyond miracles. >> reporter: french officials say darlene is suffering from severe trauma but they are optimistic she will make a full recovery. >> you can see the emotion there out on the front line. i'm hugely satisfied with pie men and personally satisfied too. it has been a great day. it is a meunch miracle i can't up to 200,000 people are estimate to have died since the quake hit leaving scores of children orphaned. >> considering the number of people that actually died in this earthquake, we are expecting that we're having children in the thousands who would have lost their parents. >> the family of the teenager who was rescued yesterday had given up hopehat she would be found alive. most people can't survive more than three days without water. rescue crews think that she may have had access to watt ferreira a bathroom in the

weekend, bring us some snow in all likelihood on saturday. it is bringing frozen precipitation to new mexico and northern texas. a lot of rain there as well. we have a lot of clouds in place for this morning and i couple ofling blips showing out radar. you can see a brief snow flurry or brief sprinkle. that would be it. no big concerns for the morning. surface map looks like this. not the most active day. again, a few sprinkles here and there. it will be more active than yesterday as a cold front makes its way in. as that cold front gets closer, the air warms up ahead of the front and i think we'll see our temperatures climb up into the upper 40s to around 50 degrees. then the cold front comes through later on today. you will know it because the winds will pick up. they will be oust west- northwest blowing at about 15 to a25 miles per hour and gusting higher than that. forecast if today look like this. partly sunny and mild. a few sprinkels possible this morning becoming windy. 50degrees for your high in
